To remove old, un-needed backup files from your course, do the following:
On the course front page, click "More" menu, and then "Course reuse", at the top of your course.
From the next page, select "Restore"
On the "Course Backup Area" page, click on "Manage backup files". (This will show you a list of backup files inside Moodle's File Picker.)
To ensure you are deleting the correct file, it's best to change the file view: over to the far right of the file manager, hover over the middle icon and ensure it's the one that says 'Display folder with file details", and click on it. It should change the view so that file save date and times are displayed next to each file.
Click on the file you want to delete, and click the "Delete" button.
Confirm the deletion.
Continue to repeat the deletion steps until you've deleted all of the files you want to remove.
Scroll to the bottom of the page and click on 'Save changes.'
Look at the file list to confirm that the file you deleted is actually gone.

In Moodle's Editor, the "Embedded Files" toolbar icon allows you to add, remove, or download files which can be used in any resource or activity in your course. By uploading files into your course this way, you're using Moodle's File Manager to store a file once that you can create links to again and again, without needing to re-upload the file each time you want your Students to see it.
